The broker's lawyer denied the allegations.
Secretary Andrew Cuomo said housing discrimination charges had been filed against Space Hunters of Manhattan, which connects tenants with available rooms, usually in single-family homes.
Keith Toto, a deaf man from Nanuet, called Space Hunters in early 1999 with the aid of a relay operator who did the actual speaking. According to the complaint, the person who answered the phone at Space Hunters said the company did not serve people with disabilities, then uttered an obscenity and hung up.
The company's president, John McDermott, later told HUD investigators that he did not have time to deal with relay operators serving people with hearing problems, HUD said.
Mr. McDermott, reached yesterday, referred calls to his lawyer, Chris Murray of Garden City, N.Y. Mr. Murray said the allegations were ''flat-out lies.'' Mr. McDermott's usual business practice is to have would-be renters come to his office, not do business by phone, he said.
